Summary:

The Portfolio manager is responsible for the constant compliance of mortgage loans portfolio provided by banks as security (or purchased from them) to eligibility criteria and standards of UzMRC. Conducts monitoring of the quality of UzMRC assets and provides reserving for them. Prepares reports regarding the portfolio.

Duties and responsibilities:

  • Conducts at least quarterly or ad-hoc monitoring of the pledged portfolio. Monitors compliance of over-collateralization ratio of pledged portfolios.
  • Assesses the financial condition of banks lending to them within credit risk limits.
  • Conducts periodic In-depth financial & integrity due diligence of partner commercial banks.
  • Conducts monitoring of the quality of UzMRC assets (pledged mortgage portfolios) and provides reserving for them.
  • Ensures accomplishment of annual on-site (in the venues of partner banks) monitoring of pledged mortgage portfolios by refinance team members, and personally participates during these exercises.
  • Monitor the refinance operations conducted with affiliated contractors and report on them to the corporate secretary.
  • Audits and validates Banks' offered mortgage loan portfolios as security for quality, adequacy, and compliance with the eligibility criteria prior to lending.
  • Ensures soundness of portfolio by replacing ineligible loans with new eligible ones and ensures that the required level of over-collateralization is always maintained.
  • Ensures that mortgage portfolio pledges comply with the Company’s policies and procedures.
  • Files and maintenances electronic documents of mortgage portfolios. Prepares and maintains one master file of the total mortgage portfolio of UzMRC.
  • Ensures that the periodic (quarterly) reports are submitted by the Banks in a timely manner.
  • Ensures that defective loans are substituted with eligible mortgages.
  • Assists the Chief Operating Officer in day-to-day activities: the preparation and updating of various reports, internal documents, guidance, and other documents.
  • Prepares on a regular basis reports to submit Management/Supervisory Board.

Required Skills and Experience:

  • Degree in Banking/Finance or equivalent professional qualification.
  • At least 5 years of working experience in a financial institution.
  • Background in credit underwriting and/or financial analysis.
  • Experience in the usage of computers and MS Office packages. Advanced knowledge of spreadsheet and database packages.
  • Language Requirements: English (intermediate), Russian (fluent), Uzbek (fluent).

The following skills are advantages:

  • Extended experience in mortgage loan financing
  • at least CFA level 1 or ACCA knowledge level

Ideal candidates will be from 1) the banking sector and have experience working with residential mortgages, or 2) spheres related to performance and financial analysis of companies and markets.
