Head of Strategy, Budgeting and Reporting Department

Uzbekistan Mortgage Refinancing Company is a non-bank financial organization that provides commercial banks with long-term financial resources for mortgage loans.

Currently, the company cooperates with more than 10 banks in Uzbekistan and, in partnership with ADB (Asian Development Bank) and IFC (International Finance Corporation), has refinanced mortgage funds in the amount of more than $300 million (USD).

Qualifications:

  • Bachelor's degree in finance, accounting, business administration or a related field;
  • Master's degree or professional certification (e.g. CPA, CFA or ACCA) in a relevant field will be an advantage.

Responsibilities:

Strategy and Research (20%)

  • Assist in developing and revising strategy as needed;
  • Conducting research on local and international markets, the banking sector, the mortgage sector and macroeconomic research;
  • Preparing reports and presentations on the results of market research.

Budgeting and Tracking (30%)

  • Assist in developing and revising the business plan as needed;
  • Financial modeling and simulation;
  • Monitoring and reviewing the execution of the business plan;
  • Tracking operating and capital expenditures and comparing them with the budget, identifying variances;
  • Providing regular updates and recommendations to management based on the budget analysis.

Reporting (30%)

  • Converting UzGAAP financial statements to IFRS financial statements;
  • Preparing and submitting timely and accurate reports to management, the Supervisory Board, creditors and regulators as needed;
  • Ensuring that all reporting complies with relevant requirements and guidelines;
  • Liaise with other departments to collect the required reporting data;
  • Review financial statements for accuracy and consistency.

Communicating with Purchasing and Accounting (10%)

  • Working with Accounting to ensure proper recording and reporting of financial transactions;
  • Assist in analyzing differences between budgeting and financial statements.

Administrative tasks (10%)

  • Maintain orderly financial records and documentation for audit purposes;
  • Assist in developing and updating financial policies and procedures;
  • Provide administrative support for financial matters, including preparing documentation and coordinating meetings.

Experience:

  • Minimum 3 years of experience in strategy development, budgeting, reporting or related field;
  • Experience managing reporting requirements in commercial banks or international organizations;
  • Experience working with complex lenders' requirements and maintaining compliance with various financial reporting standards.

Skills:

  • Advanced proficiency in Microsoft Office, with exceptional Excel skills;
  • Excellent writing and research skills in Uzbek and English. Good knowledge of Russian will be an advantage;
  • Strong analytical skills, ability to interpret financial data and prepare meaningful conclusions and reports;
  • Outstanding communication and interpersonal skills, including the ability to interact effectively with various internal departments and external lenders;
  • Demonstrated ability to effectively manage multiple tasks and meet tight deadlines in a dynamic environment;
  • Intercultural communication skills, ability to collaborate in a diverse team environment.
